Professor Anthony Owusu-Ansah Appointed Acting Executive Secretary of the Lands Commission
President John Dramani Mahama has appointed Professor Anthony Owusu-Ansah, a distinguished academic and real estate finance expert, as the Acting Executive Secretary of the Lands Commission. The appointment was communicated in an official letter dated April 14, 2025, issued by the Secretary to the President, Dr. Callistus Mahama.
According to the letter, the appointment is in accordance with Article 195(1) of the 1992 Constitution of Ghana and Section 24(1) of the Lands Commission Act, 2008 (Act 767). It is, however, subject to the constitutionally required advice of the Lands Commission, given in consultation with the Public Services Commission. Professor Owusu-Ansah was requested to confirm his acceptance of the role within seven days of receiving the letter.
The President’s letter stated:
“I write to formally inform you that the President of the Republic of Ghana… has appointed you as the Acting Executive Secretary of the Lands Commission, pending receipt of the constitutionally required advice… Kindly indicate your acceptance or otherwise of this appointment within seven (7) days of receipt of this letter. Please accept the President’s best wishes.”
Professor Anthony Owusu-Ansah is the Head of the Department of Land Economy at the Kwame Nkrumah University of Science and Technology (KNUST), where he serves as a Professor of Real Estate Finance and Economics. He previously worked as an Associate Professor at the Ghana Institute of Management and Public Administration (GIMPA), where he also held leadership roles, including Head of the Finance and Accounting Department and Coordinator of Graduate Programmes at the Business School.
Prof. Owusu-Ansah holds a PhD in Real Estate from the University of Aberdeen (UK), an MSc in Real Estate Management from the Royal Institute of Technology (Sweden), and a BSc (First Class Honours) in Land Economy from KNUST. He is a professional member of the Ghana Institution of Surveyors and an Associate Fellow of the British Higher Education Academy.
His academic expertise spans Real Estate Economics, Finance, Valuation, Housing Market Analysis, and Land Information Systems. He is well-published, with his works appearing in top international journals such as Housing Studies, Habitat International, and the Journal of Corporate Real Estate. His 2018 book Construction and Application of Property Price Indices was published by Routledge in London.
Professor Owusu-Ansah has consulted extensively in areas including crop compensation valuation, market analysis, and highest and best use assessments. He has also served as an external examiner for several universities, both in Ghana and internationally.
A proud alumnus of Kumasi Academy, Professor Owusu-Ansah is widely respected for his contribution to academia, policy, and the land management sector in Ghana.
As he takes on this important role, many stakeholders in the land administration sector will look forward to his leadership in addressing key issues around land governance, transparency, and efficiency at the Lands Commission. His appointment brings academic rigor, practical experience, and a wealth of knowledge to an institution central to Ghana’s development agenda.
